Breaking internal EditorWindow API change in MakeModal

We have received complaints that some of Bolt windows doesn't show up anymore due to our recent EditorWindows API changes. Since we have yet to access the plugin from the Asset Store, our initial theory is that Bolt uses reflection to get reference to `MakeModal()` method and with recent changes(We fixed issues with it and made it public) it doesn't fit the description given to reflection.

Thanks for the heads up, this is entirely on our shoulders considering this was internal API we were accessing through reflection. Glad Unity decided to make it public. We'll make sure to resolve this before 2020.1 hits stable status.
