Node's target input can't find scene objects in non-game view

They are accessible only in play mode.

Workaround is to copy the node in play mode, with object I need selected for target input and then paste it in non-game mode.

Is this a bug?

In screenshot above I was in non-play mode.

Is it in a macro, and thus can't access scene objects?

Only graphs embedded in scene objects can access scene objects.  You can get around this by having a named variable on the object, that then references the child, because the variables are embedded with the object, even if the flow machine is a macro.

That would be the issue indeed. This is by design and not a bug!
